I also like sometimes to imagine a setting where usage of death for art would be widely accepted and normal, both as installations (works of art made of dead bodies) and performances (where the process of dying itself, in front of live audience and/or filmed, is the work of art; which probably means that the artist and the victim are the same person). Of course, bonus points if they're fully consenting children. And if the art is actually made of bodies instead of making forms from bodies while the bodies themselves are burned down.

It's not even entirely implausible, because making art out of dead bodies is actually a thing if you google about it. I remember reading an article a few years ago about some French artist doing it with a process I think called plastination? Don't remember much about it except that it involved skinned human corpses showing muscles and such and put in poses that were supposed to give them artistic value. Anyway the point is it exists even if it's obviously quite niche and made out of bodies which are already dead instead of killing people specifically for that purpose, which would have been illegal obviously. However, if we take this real world of today as a starting point, then with just a bit of artistic license we can easily imagine a variant of the future where with time such art becomes more and more popular, and as a consequence more people appear who want to become such works of art, and once it gets wide spread enough to become accepted in the society it can become legal to be consensually killed specifically for becoming such a work of art. Then as the artists take it to more and more extreme heights for the sake of making even more exceptional art, using children also becomes legal and killing the subjects in specifically spectacular (even if it involves painful and cruel) ways where the scene of death itself becomes the work of art.

It would also be more plausible in comparison to settings where everyone's dying for fun / eating each other as an everyday thing, because the very idea that it's about creating works of art suggests that it's a more rare occasion. I personally don't care and even find it fun when death is described as everyday fun, but some people do care and it ruins their enjoyment when the world couldn't work that way. Treating snuff as form of art seems to be a good way to solve this, because the snuff stays something that wouldn't bother anyone when it happens without becoming something that happens everyday. For example, if a story described an amusement part which involves deadly rides and everyone's riding them happily, that's all fun and fine by me, but people who need stories to be plausible would say that almost everyone visits an amusement park at least once in their childhood and then in such a world nobody would make it to adulthood for the world to function. On the other hand, if you compare being snuffed with serving as a model for a painting, this is something that doesn't constantly happen to everyone yet at the same time still casual enough. Makes sense?

Now, the main problem with that setting is of course that to write about an artist making creative art, you have to be at least as creative yourself to come up with what art your fictional artist in the story is making. So even if you try you can maybe write a story or two in such setting, like Edward Hyde wrote the aforementioned Polkan's Paradise of Pleasure, but you can't just keep coming up with new and new pieces of art constantly. And if you could, you'd probably be spending that creativity on actually making some proper art and not snuff porn stories.

Another problem is that if you're doing a work of art out of a dead body, the body is already dead, and it's not as fun reading about what the artist does to that body when it's already dead. An easy way out of it is an option I mentioned above where it's not the body, but the footage of an especially spectacular process of death that is the work of art. If it the art is just the body after all, then the story can focus more on the victim's (too lazy to think of a better word) perspective before being killed, like they might examine similar works of art to see what would become of them, they can discuss with the artist what to make out of their body. The best would be if they can also somehow participate in the process itself, but that also requires some creativity to come up with how this can be achieved. For example in another of Edward Hyde's ideas there's that substance used on a skinned person that solidifies them making them a living statue and they actually get to survive up to the point of solidification and a little more. The participation comes from how the victim has some time to take a pose before they solidify. Another way to not kill the victim at the start is to keep the actual death until the very end, say that the art piece would consist of them being dismembered and gutted, then these things can be done to them before they are killed off, the reasoning might be as simple as the victim themselves curious to see how they'll end up looking as that work of art. Then this can also be combined with participation, where the victim can dismember and gut their own selves. The artist themselves, being a professional, could probably do it better, but if we take a setting where death performances aren't a commonplace thing (yet), we can imagine the idea for a particular work of art be specifically that the victim worked on their own self (and then the footage can be added as a kind of "making of" video, which can be what paves the way to the idea of death performances).

Also while on topic of legal loopholes regarding minors, but that don't necessarily contain guro.

One fun idea that once crossed my mind was a setting, where child porn is legal because it legally can't be considered porn if it's children (to make it make even more/less sense the regular porn might be fully illegal in this world), because by definition there can't be anything sexual about children, that is even if those children are fucking on camera legally it's just a video of children playfully exploring their sexuality (like playing doctor) which is a completely healthy thing for children to do and thus such a video is nothing more than a video of children being children.
They one type of story you can make is about a porn studio who uses this loophole, excusing shooting porn by saying it's not porn because they're children and if you're finding anything sexual about it, then it's you who's weird, and nobody can argue with that because in this world such logic is sound enough to actually be a law.
Another type of story is where it's not just a legal loophole, but everyone actually believes it, so those videos wouldn't be shot by some special porn studio, and instead those would genuinely be just another type of videos parents make of their children being children. And then the story can for example follow a person who somehow got from our world into theirs (doesn't have to involve parallel realities, maybe it's another planet, which is also inhabited by humans because humans actually colonized the space, but there's no FTL, so no overarching empire with common laws and culture on different planets).

Another idea is where it happens in our world with our laws, but the loophole is the use of cryostasis. A little girl is put into a cryostasis until she's legally 18 and then unthawed, and now she can genuinely be loli and still totally legally be filmed in porn. I of course imagine the girl is totally willing and has willingly gone through the whole cryostasis for this very purpose. Perhaps her dad happened to be a mad scientist and created the necessary technology just to fulfill his daughter's dream of becoming a loli porn star. Or maybe she's a little genius herself and so created this tech by herself. And now that I think of it since we happen to have a mad scientist in this story, whether it's the girl herself or her dad, it can also be used to introduce some hi-tech sex toys and such.
