Things diverge from our reality as state prosecutors are charging more and more kids with production and distribution for taking nudes of themselves and it gains national attention. A case involving a classically cute 12 year old blonde being threatened with a decade in prison simply because she texted one of her classmates a peek down her shirt becomes the final straw and the public demands a fix.

In response legislation is passed clarifying that material created by the subject(s) themselves, regardless of age, can no longer be considered illegal. Fame hungry teens are quick to begin publishing sex tapes online and some prosecutors try to stem the tide by applying a narrow view of the law. However this backfires and case law begins to build in the kids favor:

- It's argued that a boy who shot a POV video of himself receiving his first blowjob from an equally curious 9 year old shouldn't be considered a 'subject' since he couldn't be properly identified. However a judge rules that the definition of 'subject' obviously applies to any participant and so the video is legal regardless of the girl's age or what she was doing with the boy's dick.

- That definition is further expanded when a high school girl brings home some of her male friends and records them gangbanging her little sister who is eager for attention from the cute older boys even if their dicks are so big that they hurt. The older girl testifies that she was aroused during filming and the judge accepts that as participation, making her one of the subjects and the video legal.

- Finally police think they have an ideal case when a video is posted showing an 11 year old sobbing as her cousins take turns raping her in the ass and beating her until she's hospitalized. However in court she claims that it was just a 'game' and while the testimony seems to be the result of peer pressure the case collapses under the argument that any injuries were just an accident due to childish roughhousing and the rest of the video was legal under the law.

These repeated and failed attempts to send kids to jail creates anger towards police and prosecutors over the 'witch hunt'. Realizing it's become political suicide they decide to turn a blind eye to the entire matter. With the law decided young entrepreneurs, sometimes with their parents quiet encouragement, start founding porn studios in which everyone involved, from the 'actors' to the film crew to the make up artists and script writers, are all underage.

However these studios don't need to operate by the same rules as the adult ones. There are no forms that must be signed or records that must be kept. With the police unwilling to get involved there really aren't any limits at all, especially when the definition of 'consensual' and 'accident' are so blurred by all the actual dumb kids seeking internet fame and willing to make highly dangerous sex videos to get it. Prosecutors won't risk their career dragging out an apparent underage snuff film when they might discover that it was the girl's idea in the first place and the others were just poor 'victims' of a stunt gone wrong.
