Have to agree there isn't any story yet, only an exposition dump. And I'm not a fan of those. Especially of a kind that explain why things are casual in a casual setting (*).

Ironically, while this line was addressed to Onix, the problem Onix pointed out is exactly that you are trying to publish a flawlessly consistent story while you shouldn't be.

I, for once, can't be bothered with setting my stories in the same universe, and for each story just write whatever feels like fun at the moment. IMO trying to maintain a consistent setting is unneeded limitation that only stands in the way of fun.

(*) Why have any explanation for things at all? At the core of the casual fetish is taking things for granted. Once you have a whole history lesson on why things are taken for granted, they're not really taken for granted anymore.

Here's a short story as an example:

“Hey, cutie, any plans for tonight?”
“My daughter’s birthday”.
“May I come?”
“Sorry, mister, family only”.
Suddenly her phone signaled a messaged received. She looked at it and her expression changed from curiosity to a bright smile.
“Lucky you”, she declared, showing him the message. “Looks like I’m free for tonight!”
It was a photo of a preteen girl brutally raped and murdered, surrounded by a bunch of other kids.
“Her school friends”, the woman explained. “Seems they’ve thrown their own party for her”.
“What a lovely daughter you have… had. Must have taken after you”.
“Oh, you flatter me!”

This story is fun because things come out of nowhere and are taken for granted in spite of contradicting common sense. This contrast of what's going on and how the characters treat it is what's making it hot. But if you have preceded this story with a whole explanation on why friends brutally raping and murdering a girl for her birthday party is a normal occurrence, develop a reasoning for it, showing how it's not only making sense but is even necessary for this society to function... at this point it doesn't contradict common sense anymore, you've deliberately spent effort to explain to the reader why it makes perfect sense. And there remains no hot contrast between the brutality of the events and the character's cool attitude - once again you've deliberately spent effort to convince the reader that there's no contrast. There can still be hot sex and snuff perhaps, but the appeal of it being casual is - maybe not completely, but by a noticeable amount - lost.

So my philosophy for casual stories is: don't explain why things are casual, just show them be so. That's how you achieve them actually feeling casual. And especially don't have your explanation as an exposition dump, that's the worst kind. Exposition dumps are already considered a thing to avoid in writing, and I've just explained why, at least in my opinion, so are explanations in casual stories. So by having one in the form of the other you're getting the worst of both worlds. It goes the other way around too: if you have an exposition dump, but it's about other things and doesn't explain specifically why sex and/or snuff are treated casually, then it's still bad for being an exposition dump, but better than an exposition dump that also ruins the casualness by explaining it.


P.S. But if you absolutely need to set up a setting, and you afraid that by introducing it bit by bit you're gonna contradict yourself, what you should do is write it all down, but don't publish it, and then write stories where you do introduce it bit by bit to the reader, but you won't contradict yourself because you have those bits already established for yourself. Or otherwise do publish it, but not as a story. Say "I have this concept for a world in which I'm planning to set my stories, what do you think of it?" And then you'll get feedback on the actual world concept instead of people being disappointed by finding no story inside.
