Well the meaning of perversion in broad terms is actually doing something unproductive.
Objectively every action which is not focused on reproduction is perversion. This is biological purpose of existence for any kind of life. and this is highly pushed by many religions that condemn any slightest deviation from this goal. as for example bible condemns even masturbation or any kind of contraception or sexual act which is not leading to pregnancy.

But from this aspect we actually do have some cannibalism in europe like the famous Elizabeth Bathory that Fritz Haarmann and we even have some cannibals in soviet union like Andrei Chikatilo
Of course they did not end their lives well But in older societies it is pretty likely that you can do such things unpunished as much as you desire and possibly gain quite a lot of followers unless you will be killed simply for being pervert and not following your prime directive
