How did it all come about:

It took a number of decades to find the right processes and goals for how many should survive and how the survivors, or those culled, were chosen. During this time, female life became more disposable. Those decades made for some desperate times at the beginning and attitudes of people, especially men, changed. Women became free use, and even disposable toys. While not everyone was capable of snuffing a woman, there were certainly those that did and because of the crisis at hand, no one would really take notice.

Once the “Child Potential Act” was initiated the age of “consent” dropped, then dropped again, and again. While it was called Age of Consent, it was really only removing restrictions to things like Statutory Rape and the like. Even Rape wasn’t pursued by DAs if the victim was killed. In fact most rape wasn’t pursued. Underage laws were still enforced, at least for a time.

So it was the that with the Act in place, over time the life of a child before they turned 18 became even more disposable, though there were still some laws in place for those that hadn’t made it to the third grade yet. Exceptions existed, of course, but generally a child was protected until that time.

One exception was if the child wasn’t enrolled in school. The other was for parents, who could effectively choose to cull their own at any time, if they so desired.

So how did this all bear out? How did we get to the place I will be writing in? Keeping it simple, as I don’t want to write hundreds of years of history, we’ll kind of take it in a couple really BROAD steps.

Countries would determine what their “appropriate levels of population” were. They would then allow the states/provinces to make goals that would fit into that as a percentage of the whole. Smaller regions could also set levels and culling rates, as long as they were consistent and wouldn’t “hurt” the state/province numbers, too high or too low.

Some regions left the teaching up to the parents, encouraging their kids to work hard. The fact that they could see class mates being culled for bad grades would give them incentive to follow this. In many of these areas, the culling was not looked forward too, it was feared by some, but necessary as well.

On the other extreme where I'm looking to write, other regions actually embraced the whole thing and encouraged parents to teach their children that this was normal and expected. That they should look forward to serving their community, and even their families, by striving to be productive members of the community… which could include them being culled for the ‘greater’ good.

In these regions that was only part of the plan, of course. Children’s programs were encouraged to promote the lifestyle and make cullings fun, or even something to look forward too. School became a place where this idea was further employed, even to the extent of suggesting that even as young as they were, that they could be productive members of the community by offering pleasure to those that wanted to use them. Effectively, children were indoctrinated into the idea of Free-Use, and even some level of free-snuff.

Free-Snuff... of course the idea was that the schools would be the primary place of choice, but it was still possible for someone to randomly snuff one of them. As long as it didn't happen so often that it threw off the population's numbers, it would be ignored.
