It's a world where snuffing girls is commonplace and socially accepted to the point where it became casual. In some of my other stories you can see mothers reacting enthusiastically to their daughters getting killed (and sometimes get snuffed themselves).

The mom cares, in fact she's happy for her daughter, but she is not bothered by her death - it's just something that happens to little girls sometimes. Usually she'd probably masturbate while watching, but she was too busy with chores, so watching the video later will have to do. :)
