I also have a story idea:

The main characters are 5 siblings (or just on one of 5 siblings if you want) (all of them are minors in some way). Suddenly they are somehow informed that their parents passed away in something like an accident (e.g.) and they are all handed over to Child Protective Services. The officers there try to find a place for them but fail to find any orphanage or foster home that can take 5 kids/teens at the same time. Furthermore the law in that szenario strictly forbids seperating orphaned siblings. So the officers figure out in the end that the law demands so called "emergancy measurement" for children that cannot be housed at all, and emergancy measurment is esentially just an euphemism for getting them killed some way.
Main point of the story is how the officers manage to bring these news to children that just lost their parents and how they are going to kill them or get them killed. Obviously fisobeying the law isn't an option for officers (or is it?).

Bonus points if the officers feel very sad about the kids' fate.
