Regarding the meat stamp. It's a simple round symbol, with the grade in the middle and writing around it, that say's "Registered meat, Sidney's Inc."
It is scannable though and links to the registration system.
Every girl's meat quality is being assessed during her regular doctor's visits. Be it by a pediatrician, or later a gynecologist. But not every female is wearing some sort of code or stamp. Only those who decide to become meat, through the official channels.

It's not my universe, I'm just made the far future of Ed Hyde's Sidneyverse my playground. :) And in my version, males do not get eaten (yet).
