I was thinking of explaining the more absurd scenarios with 'dimensional disturbances'; Occasionally and without warning, the rules of reality change in an area, and the knowledge and expectations of people within change accordingly like a dream. Some instances are harmless, but many lead to casual extreme behavior before the phenomenon fades away, leaving confusion and damage in its wake. A minority of people appear to be immune, retaining their normal minds through it all.
