II – CORE LEGAL SYSTEM
CONVERSION SYSTEM
Modern society maintains population balance and food supply through a unified legal framework known as Conversion.
Conversion transforms a citizen into Animal status, suspending civic personhood and transferring the individual to Processing Center jurisdiction.
Conversion occurs through two legal pathways:
• Lottery Conversion
• Criminal Conversion
• Volunteer Conversion
Once activated, both pathways result in identical legal status.

LOTTERY CONVERSION
Lottery Conversion functions as demographic maintenance.
Every citizen between the ages of twelve and twenty-four is automatically entered into the national Lottery system.
The drawing occurs every Monday at noon, selecting identification numbers linked to government-issued identification watches.
Each weekly draw selects thousands of identification numbers across the national registry.
Selection is statistically random and independent of behavior, class, or criminal record.
When selected, the citizen’s watch changes from green to red, signaling suspension of personhood.
The display reads:
“Congratulations, [Name]. You have been selected for Processing. Please report to your nearest Processing Center within seven days.”
Upon activation:
• Civic personhood is suspended
• Legal protections are withdrawn
• Clothing privileges are revoked
• The individual is reclassified as Animal pending Processing
A seven-day reporting countdown begins immediately upon selection.
Failure to report before the countdown expires results in runaway designation and immediate retrieval.
Unauthorized tampering with the watch triggers automatic Enforcement response.

CRIMINAL CONVERSION
Criminal Conversion functions as judicial correction.
Individuals convicted of severe offenses may be sentenced to Conversion by a court of law.
Upon sentencing:
• The citizen’s watch changes to red
• Civic personhood is suspended
• The individual is reclassified as Animal pending Processing
Unlike Lottery selections, Criminal Conversions are escorted directly to Processing Centers without a reporting grace period.
The purpose is not revenge, but the removal of destabilizing elements and restoration of civic balance.

VOLUNTEER CONVERSION
Citizens of any age may volunteer for Conversion.
Volunteers publicly declare their intent and are honored as contributors to civic stability.
Upon acceptance, the volunteer undergoes the same status transition as Lottery selections.
Volunteer status does not alter Processing procedures but remains culturally recognized as sacrifice.
Volunteer rates decline significantly after age forty.

VOLUNTEER FAMILY PROGRAM
Families may volunteer eligible members for Conversion.
Parents or legal guardians may submit minor offspring for voluntary entry into the Conversion system.
Volunteer families receive financial incentives and public recognition for their civic contribution.
These programs are presented as acts of social responsibility and sacrifice.
Volunteer Conversion follows the same Processing procedures as Lottery selections.

UNIFIED ANIMAL STATUS
Once Conversion occurs, the individual is legally recognized as Animal.
The pathway of conversion—Lottery, Criminal, or Volunteer—no longer affects treatment.
Within Processing Centers, all Animals are subject to the same:
• jurisdictional authority
• facility procedures
• intake protocols
• processing rituals
Identity categories such as criminal history, social class, or volunteer status hold no procedural relevance.
Only two classifications remain:
• Citizen (green watch)
• Animal (red watch)

DEMOGRAPHIC VALUES
Life between ages twelve and twenty-four is considered the most productive and socially valuable period of human development.
This demographic is therefore the primary population maintained through the Lottery.
After twenty-four, citizens are removed from Lottery eligibility and civic placement stabilizes unless affected by criminal correction, volunteering, or rare merit restoration.

LOTTERY DISTRIBUTION MANAGEMENT
Although the Lottery system is random in its selection of individuals, overall intake is dynamically regulated according to regional population statistics and resource demand.
Each district maintains demographic and food production reports which are used to determine the total number of weekly selections required to maintain population balance and food supply stability.
When a particular district experiences reduced Conversion intake or increased demand, living Animals may be transported between Processing Centers to ensure equitable distribution of resources across System territories.
The guiding principle of the Lottery remains unchanged:
Selection is random at the individual level.
Distribution is managed at the system level.
This structure preserves the ideological foundation of fairness while ensuring that no region experiences food instability.

AGRICULTURAL BLOODLINE EXEMPTION
Agricultural families hold a protected civic status within many System nations.
Individuals who can demonstrate active operation of agricultural land are granted Bloodline Agricultural Status. This designation exempts their immediate bloodline from Lottery eligibility while agricultural activity continues.
The exemption exists to preserve agricultural knowledge, maintain domestic crop production, and encourage long-term stewardship of farmland.
Farmers are widely respected within System society for their role in preventing future famine conditions.
Agricultural families remain subject to all other civic laws and criminal Conversion statutes.
