CIVIC STABILITY PROTOCOL
In rare circumstances, Conversion may be imposed outside the normal Lottery or criminal sentencing systems.
This process is known as the Civic Stability Protocol.
The protocol exists to address individuals whose behavior repeatedly disrupts the social framework that supports the Conversion system.
The purpose of the protocol is not punishment.
It is intended to preserve civic stability when ordinary correction methods fail.

DISSENT CONVERSIONS
Most citizens occasionally question or criticize the Conversion system.
Such disagreement is considered normal and is not grounds for Conversion.
However, the Civic Stability Protocol may be invoked when an individual’s behavior begins to create organized or contagious disruption.
Indicators may include:
• repeated public agitation against the Conversion system
• attempts to mobilize others in opposition
• persistent disruption of educational or civic programs
• influence over vulnerable populations such as students or minors
Authorities evaluate whether the individual’s actions are likely to undermine public acceptance of the system.
If stabilization efforts repeatedly fail, officials may conclude that the individual represents a Civic Destabilization Risk.
At that point, Conversion may be imposed.

STABILIZATION PRIORITY
Before Civic Stability Conversion is authorized, multiple stabilization attempts are normally required.

• monitored civic participation
The system prefers correction over Conversion whenever possible.

The Stability Process is a government review system used to manage minors who demonstrate persistent civic destabilization behavior.
Unlike Conversion, the Stability Process does not suspend personhood through Animal classification.
Instead, it places the minor under permanent state guardianship and supervision.
The purpose of the process is to contain destabilizing influence while preventing the creation of public controversy or martyr narratives.

STABILITY REVIEW
When a minor repeatedly disrupts civic institutions or spreads destabilizing ideas, authorities initiate a Stability Review.
Indicators may include:
• repeated disruption of civic education programs
• organized questioning of the Conversion system
• influence over other students or community members
• failure of counseling and corrective education
The review evaluates whether the minor’s behavior can be stabilized through normal social reintegration.
If stabilization is considered unlikely, the minor may be removed from their home environment and placed under state custody.

ADMINISTRATIVE PURPOSE
The Stability Process exists to manage minors who might otherwise become socially destabilizing figures.
By placing these individuals within permanent institutional oversight, authorities can:

The Correction system cannot allow sustained opposition to its legitimacy.
Emotional grief is permitted.
Persistent rejection of the system is not.
This principle applies equally to citizens of all ages.

BLOODLINE CULLING PROTOCOL
Bloodline Culling represents the most severe punishment available under Conversion law.
The protocol may be activated when a Lottery-selected individual deliberately evades reporting procedures or attempts to permanently escape System jurisdiction.
When Bloodline Culling is invoked, the biological relatives of the Runaway may be sentenced to immediate Conversion or public execution depending on national statute.
The purpose of the protocol is not revenge but deterrence.
The policy reinforces the principle that civic responsibility extends beyond the individual to the family structure that supports them.
Because of the severity of the punishment, successful evasion of Conversion is extremely rare.
Public sentiment toward Runaways is typically hostile. While crowds may express sympathy toward individuals subjected to Bloodline Culling, social anger is overwhelmingly directed at the Runaway whose actions triggered the protocol.
Bloodline Culling Protocols are designed to be spectacles. They are humiliating and extremely painful for the victims.
