ANIMAL COLLARS & CONTROL DEVICES
While identification watches remain the primary legal indicator of civic status, certain Animals assigned to functional classifications may also be issued control collars.
Collars serve as secondary management devices used to assist supervision, reinforce behavioral conditioning, and provide visible identification within civilian environments.
Collars do not replace identification watches.
All Animals must continue to wear their government-issued watch regardless of collar assignment.
The collar is considered institutional equipment rather than clothing and does not violate the doctrine prohibiting garments for Animals.

COLLAR ASSIGNMENT
Collars are typically issued to Animals placed in environments where direct staff supervision may be limited.
This includes:
• Service Stock operating in civilian workplaces
• Companion Animals placed within licensed households
• select Working Animals assigned to mobile operational duties
Collars are fitted during the training and conditioning phase prior to placement.
Once issued, collars remain the responsibility of the supervising institution or licensed custodian.
Unauthorized removal or tampering with a collar may result in immediate retrieval of the Animal and administrative penalties for responsible custodians.

IDENTIFICATION MARKINGS
Most collars contain visible identification markings used to indicate the Animal’s classification and placement authorization.
Common information displayed may include:
• Processing Center of origin
• functional classification designation
• registration number
• supervisory authority
These markings allow staff, inspectors, and citizens to easily identify the Animal’s status and placement authorization.
Collars therefore serve both a practical and symbolic purpose within civilian environments.

BEHAVIORAL CONTROL FUNCTIONS
Some collars incorporate behavioral management features used to reinforce training and maintain safety within civilian environments.
These systems may include:
• location tracking
• compliance alerts
• remote recall signals
These features allow Processing Center personnel to monitor Animals placed outside institutional facilities and ensure adherence to placement regulations.
Behavioral control systems are designed to reinforce training rather than replace supervision.

CIVILIAN PERCEPTION
Within civilian society, collars have become a widely recognized symbol of Animal status.
Animals wearing collars are typically understood to be assigned to authorized domestic or service placements.
Citizens encountering collared Animals in public spaces generally assume the individual is operating under supervision or custodial responsibility.
This visual distinction helps reinforce the societal understanding that the individual is legally classified as an Animal rather than a Citizen.

SYMBOLIC FUNCTION
Although collars serve a practical purpose, their visibility also reinforces the legal transformation that occurs through Conversion.
The collar functions as a public marker that the individual no longer possesses civic identity.
Within institutional culture the meaning is widely understood:
The watch shows the law.
The collar shows the Animal.
