As to your second question, I will probably do short little vignettes detailing various aspects you've laid out in your worldbible thread. For example, how a private Animal processing license holder would work. I have a concept of these license holders being Butchers who travel and get hired by smaller towns and villages that are too small to have their own dedicated processing plant. That, or they're hired by wealthy families to do very sophisticated, luxurious slaughtering so their children or partners dont need to slum it up with the common folk in the government run processing sites.

The world definitely offers a lot of space for semicon/noncon concepts revolving around industrial cannibalism. Biggest roadblock for me is that Animals coming in to the processing center on their 7 day grace period seemingly get put through a whole battery of psych evaluations when a totalitarian society like this would probably already have built up a personality profile of every citizen on record just through monitoring via the smartwatch.
