Wow that's an angle I hadn't considered.
The System doesn't think it's evil so it wouldn't have terminally ill patients in the Lottery. When a Citizen is proven to be potentially terminally ill (Cancer diagnosis for example), or to have a life altering condition, they are removed from the weekly draw.
Even if they get the all clear The System considers it in poor taste to risk their health with worry. The goal of The System is preserving humanity so this would be pheasable to me.
Work Animals need to be healthy. They do manual labour nobody else wants to do.
The kinds of diseases and conditions are smething I'll need to work on I suppose. They'd need to be terminal or life altering to allow immunity so people with autism? They aren't expempt.
