No you bring up a good point. The age of consent laws being removed for Animals is so they can have fun, not be abused. I'll create an in-universe addendum for after Riley's story but without using her as the example.
BIOLOGICAL CONTAMINATION CONTROL PROTOCOL
Following multiple incidents of biological contamination detected during Processing intake examinations, the Department of Agricultural Health has issued updated guidelines regarding sexual contact between Citizens and Animals.
The purpose of this directive is to preserve meat quality, prevent disease transmission within the processing supply chain, and maintain sanitary stability across all Processing Centers.
PRINCIPLE OF CONTAMINATION PREVENTION
Sexually transmitted infections present a documented risk to meat quality, sanitation compliance, and tissue safety during processing.
To reduce contamination risk, sexual interaction protocols have been revised to prioritize biological safety.
CITIZEN HEALTH REQUIREMENTS
Citizens diagnosed with active sexually transmitted infections are prohibited from sexual contact with Animals.
Violation of this restriction constitutes biological contamination of state livestock and may result in criminal penalties.
Animals carrying transmissible infections are also ineligible for Processing while the infection remains active. Infected stock will instead be assigned to labour duties.
ANIMAL PARTICIPATION LIMITATIONS
Animals may decline forms of sexual activity that involve:
• penetration
• exchange of bodily fluids
When an Animal verbally or physically refuses such activity, Citizens are required to comply immediately.
Failure to comply transfers legal liability for any resulting infection or biological contamination to the Citizen involved.
PERMITTED CONTACT
Animals still cannot refuse Citizen attempts to pet or touch sexually. Non-penetrative sexual contact that does not involve exchange of bodily fluids remains legally permitted under Conversion law, provided the interaction does not interfere with public order or Processing Center operations.
LIABILITY FOR CONTAMINATION
If an Animal entering Processing intake is found to carry a newly transmitted infection linked to a Citizen interaction, the responsible Citizen may be subject to:
• contamination penalties
• financial restitution for lost processing yield
• possible Conversion under agricultural sabotage statutes
ADMINISTRATIVE PURPOSE
These guidelines are not intended to restrict civilian conduct unnecessarily.
Their purpose is strictly practical:
To preserve sanitary meat supply, protect Processing operations, and maintain the biological reliability of the Conversion system.
Animals do not have rights but the System recognises that some exceptions are necessary to ensure stable, healthy meat yields.
