From what I read in the Riley story, being picked seems rare enough for be a novelty so that scale is not THAT vast. If I understood the history correctly, there is not an over-population problem per se but the culling through the lottery helps to prevent there being one. Of course I am sure Symbri will answer for himself when he gets back from his well-earned break! :D
