Hi. I forgot to check for comments and such yesterday, addicted to Helldivers 2 atm.

There was a population crisis. Too many people, not enough to go around. Hence, the Famine. The Lottery system was deisgned as a last resort. When the criminals ran dry and society began to have less and less crime, it became apparent that they had created a near utopia where people would just end up breeding and bring on another Famine.

The System doesn't consider itself good or evil, it knows it's neccessary. It was invented by a generation who made hard choices and that generation persisted into the rebuilt present world.
