I do apologise if I ever sound overly nit-picky! It's the result of your complex world-building! In stories set in vague "Dolcett World", the rules are whatever the author needs them to be but your world is mapped out with near Tolkein-level detail and precision so I like to know how things fit within it! Hehe.

Personally in my Sidneyverse I try to get around this with the idea that legal cannibalism starts out niche and a little controversial but becomes more and more normalised as time goes on so, depending on what kind of story I feel like writing, I can set it anywhere within a broadly 300 year period, starting with basically the real world where eating girls is allowed but most people haven't actually experienced it all the way up to so normalised that human is the primary meat and fast-aging clones are raised on farms to meet the demand :)
