XI – ANIMAL FUNCTIONAL CLASSIFICATION

FUNCTIONAL CLASSIFICATION SYSTEM

Functional classification operates independently of wristband designation (see Section VI).
Not all Animals entering Processing Centers are immediately scheduled for Processing.
Upon intake, Animals undergo administrative evaluation to determine potential functional use within Processing Center operations or authorized civilian environments.
This evaluation process is known as Functional Classification.
The purpose of classification is to identify individuals who demonstrate behavioral stability, usefulness, or specialized capability that may contribute to institutional operations or approved civilian placements.
Functional classification does not restore civic personhood.
All classified individuals remain legally recognized as Animals under Conversion law and remain under Processing Center jurisdiction.
Usefulness may extend an Animal’s residency within the system but does not eliminate eligibility for Processing.
Operational demand always takes precedence.

CLASSIFICATION REVIEW

During the intake period, Processing Center personnel observe Animals for indicators of behavioral stability and potential usefulness.
Evaluation may include:
• compliance with instructions
• emotional composure
• willingness to perform assigned tasks
• physical capability
• cognitive awareness
• cooperative interaction with staff and other Animals
Animals demonstrating instability, resistance, or disruptive behavior are typically scheduled for early Processing.
Animals demonstrating reliability or useful aptitude may receive temporary functional designation within the Processing system.
This designation determines how the Animal may be utilized while under Processing Center jurisdiction.

MEAT STOCK

Animals designated as Meat Stock represent the primary food supply produced by Processing Centers.
These individuals are not assigned operational duties within the facility.
They reside in standard holding accommodations until scheduled for Processing according to operational demand.
Most Animals entering the system ultimately fall into this classification.
Meat Stock may still participate in normal facility routines including recreation periods, visitation, and counseling services prior to Processing.
The classification reflects expected use rather than behavioral judgment.

WORKING ANIMALS

Some Animals demonstrate behavioral stability and willingness to assist with routine institutional operations.
These individuals may be assigned Working Animal designation.
Animals demonstrating discipline, composure, and usefulness may be assigned Working status.
Working Animals are labor-designated individuals assigned operational duties within Processing Centers.
Their responsibilities may include:
• cleaning
• restraint assistance
• equipment preparation
• operational support
Working Animals are not pets.
They remain Animals under institutional control, but usefulness grants continued survival and structured responsibility.
Each Working Animal is assigned to a supervising Butcher who directs their labor and behavior.
The relationship is supervisory and institutional.
The supervising Butcher may claim them for recreation.
Working Animals reside with their supervising Butcher in private quarters but retain access to all amenities available to other Meatboys and Meatgirls.
Working status reflects utility rather than privilege.
Survival hinges entirely on usefulness.
Usefulness can render an Animal functionally irreplaceable within a Processing Center.
Hope and merit operate as stabilizing mechanisms within the system.
In exceptional cases, a Working Animal may enter Butcher training.
Such transitions are extremely uncommon.

SERVICE STOCK

Some Animals demonstrate calm temperament and consistent compliance suitable for structured civilian environments.
These individuals may be classified as Service Stock.
Service Stock are Animals assigned to labor roles supporting licensed civilian institutions outside Processing Centers.
Participating environments may include:
• restaurants
• hospitality facilities
• public service buildings
• licensed private residences
Service Stock typically perform non-specialized duties such as:
• food preparation assistance
• cleaning and sanitation
• domestic support tasks
• general labor within supervised environments
Animals assigned to Service Stock remain legally classified as Animals.
They retain their red identification watches and remain under the authority of the Processing Center responsible for their placement.
Civilian institutions utilizing Service Stock must maintain appropriate supervision and comply with all regulations governing Animal status.
Service assignments allow Animals to contribute labor resources to society while remaining under institutional oversight.

COMPANION ANIMALS

In limited cases, Animals demonstrating exceptionally calm disposition may be designated as Companion Animals.
Companion Animals are placed within licensed civilian households for the purpose of domestic companionship.
These placements are intended for Animals who demonstrate low behavioral risk and limited operational usefulness within Processing Center environments.
Households seeking Companion Animal placement must obtain state licensing and remain subject to periodic compliance inspections.
The following restrictions apply:
• Companion Animals remain legal state property
• civic personhood is not restored
• clothing privileges remain permanently revoked
• identification watches must remain visible at all times
Companion Animals may be of any age at the time of Conversion. Once classified as Animals, prior distinctions such as childhood or minority no longer apply under Conversion law.
Custodians are responsible for providing basic care, behavioral supervision, and maintaining compliance with all Conversion laws and Processing regulations.
Companion Animals are considered long-term domestic placements and are not scheduled for Processing while under licensed custodial care.
Custodial households are subject to unannounced inspection.
Companion Animals found to have been subjected to extreme neglect, cruelty, or destabilizing treatment may be immediately reclaimed by state authorities.
In cases of severe abuse, custodians may be subject to retaliatory Conversion under Civic Stability statutes.
Companion placement is considered a privilege granted to citizens who demonstrate responsible participation within civic society.

TOKEN ANIMAL TRADITION

In certain regions, families voluntarily designate one child as a Token Animal.
The Token Animal is raised under conditions intended to reflect their future Conversion status. These individuals typically live without clothing privileges, formal education, or preparation for long-term civic careers.
Families that participate in the tradition often view the practice as a generational offering to the stability of the Correction system.
The designated child typically reaches Lottery eligibility already accustomed to Animal status and institutional expectations.
Participation in the Token Animal tradition varies widely by region and cultural background.

FUNCTIONAL STATUS LIMITATION

Functional designation within the Processing system does not restore civic status.
Animals assigned to Working, Service, or Companion classifications remain legally recognized as Animals under Conversion law.
Functional usefulness represents administrative resource allocation rather than reinstatement of personhood.
All restrictions associated with Animal status remain in effect regardless of assigned duties or placement.
These restrictions include but are not limited to:
• suspension of civic rights
• classification as state biological property
• continued eligibility for Processing where applicable
• mandatory compliance with supervisory authority
• permanent revocation of clothing privileges
Animals performing labor within Processing Centers, civilian institutions, or licensed households remain subject to the same visibility standards applied to all Animals.
Nudity remains mandatory.
Functional assignment does not grant modesty rights, concealment privileges, or restoration of civilian identity.
Within institutional doctrine this principle is commonly summarized as:
Use does not restore status.
Animals do not wear clothes.
