TRANSITIONAL GARMENT PROTOCOL

Animals are normally issued no clothing.
However, in limited circumstances a Transitional Garment may be issued during intake when full exposure interferes with stabilization.
The garment:
• does not restore civic status
• does not confer modesty rights
• does not alter Animal designation
It exists solely as a behavioral stabilization tool.

GARMENT ISSUANCE CONDITIONS

A Transitional Garment may be issued when:
• severe modesty responses interfere with intake
• physical injuries require temporary coverage
• visible scarring produces acute distress
• persistent tremors or shock reactions occur
• aversion to physical contact disrupts handling
The garment is temporary and does not delay processing schedules.
It is removed once behavioral compliance is established.

GARMENT DESIGN

The garment is a simple open-front robe without closure mechanisms.
It hangs from the shoulders and remains permanently open.
It provides weight and tactile grounding but does not conceal the body.
Animals are not permitted to adjust or secure the garment.
Attempting to hold it closed or conceal the body constitutes non-compliance.
Supervisory personnel retain full control over removal.

ANIMAL ADORNMENT RESTRICTIONS

Animals are not permitted to wear clothing or objects that conceal or significantly cover the body.
However, minor Animals frequently attempt to create temporary adornments using natural materials found within facility gardens.
Common examples include:
• daisy chains
• flower bracelets
• woven grass bands
Institutional response varies between facilities.
Some staff allow such adornments temporarily as harmless expressions of identity.
Others remove them immediately in accordance with strict interpretations of the nudity doctrine.
Butchers generally treat these objects as minor contraband rather than disciplinary violations.
Confiscated items are sometimes returned after procedural operations conclude.
