XX – TREATMENT OF DISEASED OR UNSUITABLE ANIMAL STOCK

PRE-CONVERSION MEDICAL EXEMPTION
Citizens diagnosed with terminal or severe degenerative conditions may be removed from Lottery eligibility prior to Conversion.
This exemption exists under two considerations:
• preservation of biological safety within the food supply
• administrative management of individuals unlikely to meet Processing standards
Conditions typically qualifying for exemption include:
• advanced systemic disease
• severe neurological deterioration
• terminal organ failure
• high-risk infectious conditions
Citizens granted exemption retain full civic status unless they voluntarily enter the Conversion system.

POST-CONVERSION HEALTH VARIANCE
In cases where an Animal presents with medical conditions not identified during intake, Processing Authorities evaluate the individual for appropriate reassignment.
These determinations are made based on:
• degree of contamination risk
• impact on Processing operations
• potential for safe resource utilization
Health variance does not alter Animal classification.

REASSIGNMENT OUTCOMES

Animals affected by health variance may be redirected through alternate system pathways.
Possible outcomes include:
• Lower-Grade Processing
Animals with minor biological irregularities or reduced Processing suitability may be reassigned to lower-grade production channels.
Material produced through this pathway is classified as Chuck.
Chuck is considered nutritionally complete and safe for consumption but does not meet the aesthetic or structural standards required for primary distribution.
It is most commonly used in:
• processed food products
• canned or preserved goods
• institutional food supply systems
• formulated animal feed
Within public markets, Chuck products are widely available but carry a recognized social stigma.
Consumption is generally associated with lower-cost purchasing, institutional provisioning, or non-preferred dietary use.
Despite this perception, Chuck remains a regulated and essential component of the food system, ensuring that all viable material is utilized efficiently.

• Labor Reassignment
Animals unsuitable for food production but physically capable may be assigned to labor roles supporting agricultural, industrial, or facility operations.

• Expedited Processing
Animals presenting immediate biological risk may be prioritized for accelerated Processing to preserve facility safety and prevent contamination spread.

NON-STANDARD CONTRIBUTION PATHWAYS
When standard Processing is not viable, individuals are reassigned to alternative contribution pathways based on system requirements.
These pathways ensure continued functional use within the framework of civic stability.

WASTE PREVENTION PRINCIPLE

System doctrine strongly discourages biological waste under all conditions.
Processing Centers are required to maximize safe utilization through:
• regulated food production
• industrial byproducts
• agricultural support systems
This principle reflects a foundational understanding established during the Age of Correction:
