Regarding the question of leaving a System country, Symbri implied elsewhere that the general quality of life in non-system countries was a lot lower. Don't know if you've ever seen "The Man in The High Castle" but I imagine moving from a System to a non-System country would be like moving from the Reich-controlled East US to the Neutral Zone - you'd escape one kind of danger but subject yourself to lots more hardship and complication.

Hmm never thought about my characters being breeders, I am going for a sort of social satire and reflecting on the inherent hypocrisy in any imposed social order such as The System. My thinking is the rich man behind the white bands is a major investor in Government projects and sponsors a lot of the Conversion Centres. While he and his family would technically, on paper, be subject to the Lottery, he knows what strings to pull to ensure that's never an issue. Money talks!
