Stillwater does everything to keep their inmates happy and relaxed. they don't consider Holes as people though, so those can be used in any way they won't care, there are no reasons to bring females back into the society anyway ;)

But to ensure that the inmates do not stay or get in Stillwater on purpose, the perks it offers to the inmates are actually easily available to common (male) citizens ^^
