The Spread of Female Circumcision in the West (Prof. P. A. Snip, "The 20th Century: Change and Continuity," Universal Values Press, 2023)

Female circumcision, although long practiced in the islamic world, made its first significant inroads in the west in the 1920s. It was a time of experimentation and progress, and the naturalist movements of the time naturally led to a countermovement that idealized not the natural variations among female genitalia, but their reduction to classical ideals, where the female shape was visible, but female genitalia were not.

Beyond this, women's liberation was also an important topic of the era, and likewise led to a conservative counterreaction. In the social circles that were already busy defending domestic discipline from attempts to outlaw it, female circumcision (typically involving the removal of the prepuce, labia minora and the clitoris itself) came to be viewed as an additional means to control and contain female sexuality just as it was trying to establish itself.

Nevertheless, it must be emphasized that these weren't mass movements. Small social circles meeting on weekends, often introduced to the practice by enthusiastic doctors or pastors, began to circumcise their wives and daughters, but the total number of circumcisions remained small, with anecdotal evidence suggesting that barely even one in a thousand young women was circumcised in this era.

Circumcision rates for women stagnated or even dropped in Europe in the 1930s and 1940s since national socialism strongly favored the naturalistic side of the social currents of the time (though the national socialists never outright banned the practice), but in turn grew noticeably in the United States and to a lesser extent in the British Commonwealth, though it was still only practiced by a small minority.

However, things changed dramatically in the 1950s. To an even greater extent than the Nazis, communist discourse at the time emphasized naturalism, a socialist realism that was in turn rejected by the west. That the Nazis had held views similar to the communists only to end up being discredited by their defeat and the horrors inflicted by the regime across Europe only aided in this process. By the time the Soviet Union banned female circumcision as being at odds with the official ideology, people who'd been part of circumcising circles in the 1920s and 1930s, whose wives and daughters were already examples of a new, emergent standard for beauty and conduct, who offered a solution to temptation and feminine selfishness, had entered politics in the west and become decisionmakers. Although still a minority, their strong anticommunist leanings, inadvertedly demonstrated by the Soviet Union's ban of the practice, rendered them popular allies of the anticommunist mainstream and allowed them to wield wildly disproportional influence.

It is estimated that in 1950, less than half a percent of young women in the United States underwent circumcision. Less in Europe, and less still in Japan. Yet by the late 1950s, the circmcision rate among young women was practically 100% in the United States and rapidly increasing in its immediate sphere of influence (e.g. 91% in Canada, 78% in the United Kingdom, 72% in West Germany, 59% in Austria, 49% in France, 51% in Italy, 66% in the Netherlands, 22% in Spain, 88% in Switzerland, 66% in Sweden, 85% in Japan, 86% in South Korea, 88% in the Republic of China, 92% in the Philippines, 75% in Australia, 87% among white South Africans, 88% among white Rhodesians).

This radical and rapid change was enabled by a series of legislative changes in the early 1950s, first recommending female circumcision for the purpose of social health (oftentimes enthusiastically supported by local, usually fervently anticommunist churches), and eventually financing the practice through the school health service, as well as legislation allowing gynecologists to take preventative action for single adult women who weren't yet circumcised, among other legislative efforts to restrict women.

Naturally, this process did not come without protest, and many urban women's groups protested these changes, albeit to little avail, and oftentimes (and not always incorrectly) while being painted as communist sympathisers and consequently receiving little sympathy themselves.

With schools making female circumcision effectively mandatory (with most states having it performed either at the end of middle- or the beginning of high school), and most adult women who hadn't been circumcised in previous decades forced into undergoing the procedure by either employers or husbands (both of whom had since had had right and duty to discipline females under their care enshrined by law), female circumcision went from being a rare, if accepted procedure to being practically universal for women within a mere decade.

The timing could, of course, not have been any more fortunate, as the sexual revolution would occur soon afterwards. Young, sexually frustrated men have of course always demanded an outlet, but for much of history, these outlets were difficult to attain. Families guarded their daughters well, and the risks of pregnancy, as well as the deleterious consequences of female orgasms were well understood.

By the late 1960s however, the appearance of modern contraceptives, as well as essentially universal female circumcision resulting in a largely anorgasmic female population that well understood its purpose to serve men's pleasure, had effectively rendered both of these concerns moot. What could've turned into a socially destabilizing movement instead became a simple celebration of male sexuality, with legislation (no longer hindered by female representation) actively supporting it. As President Richard "Big Dick" Nixon put it, "A woman bent over is what keeps our society glued together." And bent over women were, be it to serve the pleasure of a husband or boss, or to receive the discipline required by either, while their significant others no longer had to worry about being cheated. Used they were, but the inability to enjoy the process rendered other concerns moot.

For the next twenty years, little changed, until the end of the cold war led to a rapid and radical influx of western ideas in the formerly communist sphere. For many women in the former eastern block, the changes were drastic, yet not altogether unwelcome, as many welcomed the end of communism and the adaption of western values that, although they came with a loss of sexual autonomy and orgasms and that one brief, yet unforgettable moment of indescribable pain, also came with rapidly increasing living standards.

Today, female circumcision is the norm across the western world as well as Latin America. It is universal in the islamic world (although it lacks the west's focus on female sexual availability, which is likely responsible for the noticeable lack of islamic immigration into the western world), and has made signficant inroads even in countries that are still nominally communist (e.g. Vietnam, with currently boasts a 66% female circumcision rate). Apart from North Korea (where the practice is strictly banned and severely penalized), only China is still meaningfully resistant to adopting it, although even its nominal ban is routinely ignored by its newly emerging middle class, with some estimates suggesting that up to a quarter of young Chinese women are circumcised in an attempt to emulate (and possibly emigrate to) the west and demonstrate their families' newfound wealth.
