I'm not a specialist in Japanese folklore, so I can just sum up what Wikipedia is saying: obake is the same as bakemono, literally meaning "the changing thing" (so kinda like changeling in the meaning of shape-shifter) and thus "primarily refer to living things or supernatural beings who have taken on a temporary transformation", such as a kitsune and many others, but as a secondary usage obake can also be used a synonym of yuurei.
